6月11日、天皇陛下は記者会見で、皇族数の確保策についてこう述べられました。
「皇族数の確保のあり方についての議論においても、国民の皆さんの理解が得られるものとなることを望んでおります」
陛下は制度の具体的な内容には触れず、ただ「国民の理解」を繰り返し強調されました。 これは、皇室が「国民と苦楽を共にする」存在であるという、陛下の一貫したお考えに基づくものです。
一方で、6月10日に衆参両院の正副議長がまとめた「立法府の総意」は、女性皇族の婚姻後の身分保持と旧宮家からの養子受け入れという2案を軸としたものです。皇位継承の順位自体は変えられず、今上天皇から秋篠宮殿下、悠仁親王殿下へと続く男系の流れが維持される内容となっています。
このタイミングで、陛下と皇后陛下はオランダ・ベルギーを公式訪問されています。 現地では国王夫妻との親しい交流が続き、今日（6月15日）にはサッカーW杯日本対オランダ戦をともに観戦され、サムライブルーのタオルを首にかけられたという、温かなニュースが報じられました。海外の王室からも敬愛され、国民を代表する象徴として自然に振る舞われる両陛下の姿は、多くの日本人の誇りです。
こうした両陛下の姿が、国内外で静かに国民の心を結んでいる今、改めて『国民の理解』という言葉の重みを感じます。
天皇は「日本国の象徴であり日本国民統合の象徴」であり、その地位は「主権の存する日本国民の総意に基づく」と憲法に定められています。 陛下ご自身が「国民の理解」を願われる今、私は、ただ思いを馳せているだけでは不十分だと感じています。 両陛下が国内外でその役割を全うできる環境を、私たち国民がどう支えていくのか——この問いに向き合うことが、今、求められているのではないでしょうか。
Meanwhile, on June 10, the presidents and vice-presidents of both houses of the Diet compiled a “consensus of the legislature” centered on two measures: allowing female imperial members to retain their status after marriage, and adopting male-line descendants from former imperial branches. The line of succession itself remains unchanged, preserving the current male-line path from Emperor Naruhito to Crown Prince Akishino to Prince Hisahito.
At this very moment, Their Majesties the Emperor and Empress are on an official visit to the Netherlands and Belgium. They have been warmly received by the Dutch royal family. Today, June 15, they watched the FIFA World Cup match between Japan and the Netherlands together with the King and Queen, wearing Samurai Blue towels. The sight of the Emperor and Empress being respected and welcomed abroad, naturally embodying their role as symbols of the nation, fills many Japanese with quiet pride.
Such images of Their Majesties, both in Japan and abroad, remind us once again of the weight carried by the Emperor’s words about “public understanding.”
The Constitution states that the Emperor shall be “the symbol of the State and of the unity of the People, deriving his position from the will of the people with whom sovereign power resides.”
At a time when His Majesty the Emperor himself expresses the hope for the understanding of the people, I feel that merely reflecting on the matter is no longer sufficient. The question of how we, the people, can help create an environment in which Their Majesties can fully carry out their role both within Japan and abroad is one that we must now seriously face.
